Romania’s cigarette market has been badly affected by increases in the cost of cigarettes in recent years. The sector is mainly affected by the COVID-19 impact, coupled with increases in the cost of tobacco products. Further expected rises in taxation and the imposition of an even wider range of restrictions on smoking in public, are likely to add further pressure. Overall market volume is projected to increase by 2025.

A complete display ban was introduced in supermarkets from the 1st of January 2020, while for other points of sale from the 1st of January 2021. Exceptions to this display ban are allowed for specialized shops and points of sale other than supermarkets. All permissible POS advertising will be required need to display a health warning.

The convenience store is the leading channel in the cigarettes category, accounting for a share of over 50%, in 2020. It is followed by hypermarkets & supermarkets, tobacco specialists, department stores, cash & carries & warehouse clubs, and others. Convenience stores gained maximum change in share, during 2015-2025. However, tobacco specialists and department stores registered a negative change in share, in the category during the same period.​
