Mexico’s wind power installed capacity was 6,790 MW in 2020. It is expected to grow at a CAGR of more than 9% during 2021-2030. The wind power installed capacity had an average annual installation of 627.07 MW for the period 2011-2020. It is expected that the country will add more than 1035 MW on an average every year for the period 2021-2030. There are 28 plants in permitting stage with a total capacity of more than 6,025 MW. There are 10 under construction plants with a total capacity of more than 1,305 MW and 5 announced plants with a total capacity of more than 710 MW.

Rising levels of pollution, the fear of global warming, the scarcity of fossil fuels, and increasing levels of Greenhouse Gas (GHG) emissions have led many countries to opt for clean renewable energy sources. Their use is not only beneficial to consumers and the environment but also provides employment opportunities, thereby driving economic growth. The global economic crisis resulted in a drop in carbon emissions in 2009, due to declining global energy demand and a strong focus on green energy. This trend did not continue for long as emissions increased again between 2010 and 2019. Global carbon dioxide emissions increased during this time as major carbon-emitting countries such as China and the US have not accepted carbon emissions reduction mandates. However, as they have taken other voluntary measures emissions are expected to be controlled in the future.

What are the market dynamics in the wind power market of Mexico?

Mexico’s renewable power generation mix was led by the onshore wind power market with power generation of 17,875.31 GWh as of 2020. It was followed by a solar PV source in the year 2020 with a total power generation of around 12,987 GWh. Solar PV power will continue to lead the renewable power generation even in the year 2030. In the year 2030, the renewable power generation mix of geothermal power is expected to be followed by biopower, small hydro, and solar thermal power at a CAGR of more than 4%, more than 6%, more than 0.05%, and more than 1% respectively in the total renewable power generation by 2030.

Energy Policies in general are regulated by Mexico’s Federal Constitution and are influenced by international treaties signed by Mexico. The key policy regulating the electricity market in the country including renewable energy is Electric Industry Law (Ley de la Industria Eléctrica). The Ministry of Energy (Secretaría de Energía, ‘SENER’) is responsible for the development of energy-related policies in Mexico and the Energy Regulatory Commission (Comisión Reguladora de Energía) oversees the implementation of plans and is vested with the authority to grant power generation permits. The latest amendment to this law was made on 1st February 2021, however, the amendments were challenged in court and are currently under suspension.
