Having risen to 19.6 billion pieces in 2010, imports fell back to 5.9 billion pieces in 2011 as a result of tax rises, the impact of smuggling and weaker domestic demand, with a further fall to 4.5 billion pieces in 2012Economic growth continued in 2010 but cigarette sales were down by 7.5% to 80.6 billion pieces as a result of a tax hike in July 2010.Per capita consumption rates in 2012 are 29% ahead of 1990 levels but have fallen by 18.7% since the peak in 2008. A further 3.2% fall is forecast for 2013.
