Ecopetrol – Barrancabermeja Hydrotreating Refinery Expansion – Santander

Ecopetrol is undertaking the Hydrotreating Refinery at Barrancabermeja in Santander, Colombia.The project involves the construction of seven process units and their interconnections: a crude unit, delayed coker unit, hydrocracker unit, coker naphtha hydrotreating unit, hydrogen unit, sour water strippers, amine regeneration unit, and sulfur recovery unit, associated utilities and offsite units.The project also includes revamps to the diesel hydrotreater, gasoline hydrotreater and dismantling of two existing atmospheric and vacuum distillation units. In addition, the contract includes the procurement of long-lead items.The project was first announced in 2003 when the Colombian government started regulating the sulfur content of fuels sold nationally. Construction of the hydrotreating plant began in 2007 and was completed in September 2010.To build the plant, 30,000m3 of earth were removed and 16,000m3 of concrete, 2,100t of reinforcement steel and 2,500t of pipe were used, among others. The plant occupies an area of 2,700m2 and has 1,500t of metallic structures. The plant also has 9 reactors, 10 towers, 65 condensers and heat exchangers; 209 control systems, 12 storage tanks and 2,562 instruments and controls. Foster Wheeler has been awarded a front-end engineering design (FEED) and project management consultancy (PMC) contract. Technip has been a project management consulting (PMC) contract, whereas Technip's operations and engineering centers in Rome (Italy) and Bogota (Colombia) will execute the contract.WorleyParsons’ West Coast Operations Sulphur Technology team was awarded contract for the sulphur facility. The unit is designed to recover 220 LTD of elemental Sulphur from the amine regeneration acid gas and sour water stripper off gas. The facility composed of two trains of Sulphur Recovery units and two trains of Tail Gas Treating Units. Each integrated and independent train shall be designed for a capacity of 110 LTD.Axens has been awarded a contract in expansion project. Barrancabermeja Hydrotreating Refinery Expansion project involves construction of a 19,000 barrels per day (BPD) gasoline hydrodesulphurization unit and a 57,000BPSD diesel hydrodesulphurization unit in Barrancabermeja, Santander Department, Colombia.The US$2,400 million project also involves:1. Construction of a 19,000 million standard cubic feet per day hydrogen production unit2. Construction of two 110 tons/day sulphur recovery units3.
